Come out after a thousand calls! It is not an exaggeration to describe the introduction of the first national standard of China's customs declaration industry- "Customs Declaration Service Specification for Agents" (GB/T 37518-2019) . From the beginning, the "Customs Declaration Service Operation Specification" and "Customs Declaration "Service Quality Requirements" has now risen to the level of national standards, which lasted for nine years, which does not include the time for discussion and solicitation of opinions. The "Customs Agency Service Specification" will be formally implemented on January 1, 2020 .


With the development of China’s foreign trade, various new forms of trade continue to appear, laws and regulations are increasingly updated, and the forms of agency customs declaration services are becoming more and more diversified. However, there are no relevant national standards for standardizing agency customs declaration services. While the market capacity is expanding, relevant management has not kept up.

On September 25th, Xu Qiuyue, vice president of China Customs Brokers Association, spoke on behalf of the drafting working group at the "Customs Broker Service Specification" standard release meeting, and stated that the "Customs Broker Service Specification" fills the gap in the national standard for customs brokerage services and is an agent for customs declaration. The basic service standard is the operational refinement and beneficial supplement to laws, regulations and administrative regulations.

       after the implementation of the "Customs Declaration Service Standards for Agents", the content of customs declaration services will be more clear, service operations will be more standardized, and service quality more assured. With this national standard, it will help the relevant state departments to strengthen the management of customs declaration enterprises and the customs declaration market, purify the law enforcement environment, and curb unfair competition. It will also help import and export enterprises to safeguard their rights and implement social supervision over customs declaration services. .

The "Customs Agent Service Specification" separately stipulates the basic requirements, service content and process, acceptance of entrustment, customs declaration operations, evaluation and improvement of the agent declaration service enterprises. The "Customs Agency Service Specification" is a national recommended standard. The state encourages enterprises to adopt it voluntarily. The implementation of this standard will play a leading role in the industry. Some requirements in the standard, such as information management, file management, acceptance of entrustment, customs declaration operations, evaluation and improvement in the basic requirements, adopt the requirements of the customs advanced certification enterprise standard for customs declaration enterprises.
At present, the number of advanced certification declaration companies that have passed the Announcement No. 177 of 2018 "Customs Certification Enterprise Standards" certification or review is scarce, and on August 29 this year, Guangdong Donghua Customs Declaration Service Co., Ltd. successfully passed every three years A re-certification of AEO advanced certification company.
